Dialup Access
Norcov.com is providing
the Internet access services at very competitive rates. With only
one minor exception (see below) we do not impose connectivity
limits on how long you are actively on-line, and
in doing so, we only ask that you don't keep the lines open for
long periods or time or when you're not actively using the
network. This will help keep our costs down and, incidentally,
yours too. Dialup timeouts for non-dedicated services is set at
15 minutes. We reserve the right to change the idle timeout at
any time. Setting of processes or procedures on your system to
defeat the 15 minute idle-timeout may be grounds for account
suspension and/or termination.
It should be noted that any
dialup account which is connected for more than 12 hours per day
on average may be deemed as a "dedicated dialup" and
billed as such. Further, any system which automatically
redials the network connection after being dropped shall be
considered a "dedicated dialup" connection.
Norcov.com is not
responsible for any telephone company charges which a customer
may incur. It is the customer's responsibility to determine if
the Norcov.com POP is a local call by contacting their
local telephone company operator and requesting a rate-check from
the number they are dialing from to area code 510 - prefix 528.
Mailing lists, UCE,
SPAM, Junk-mail, and Chain-Letters
Norcov.com does not
tolerate spamming. SPAM is defined as the
unsolicited delivery, or attempt to deliver, a message of any
form to one or more individuals, mailing lists, newsgroups,
organizations, etc not personally known to the sender. Norcov.com has a zero-tolerance for customers who
participate in spamming, and is grounds for immediate account
termination. Use of our services for sending junk-mail
or chain-letters is also prohibited.
Unsolicited Commercial Email (UCE)
is defined as any e-mailed document or documents consisting of
advertising material for the lease, sale, rental, gift offer, or
other disposition of any realty, goods, services, or extension of
credit, etc.
All mass mailing list messages must
conform to the following minimum requirements, in addition
to all state, federal or international laws which may apply:
- Commercial email will contain
the phrase "ADV:" or "Advertisement"
at the start of each subject line (see private mailing
list exception below).
- The sender's name, physical
address, email address and toll-free number for list
removals will be displayed at the start of each message
(see private mailing list exception below).
- Removal instructions will be
clearly indicated at the top of each message following
the sender information.
- Messages will conform to
guidelines established in our Customer Conduct as
described below and any other Norcov.com term, condition, or policy.
Private mailing lists are defined as
lists where each recipient specifically request inclusion
followed by a message from the list owner to the recipient, which
is then followed by a final confirmation from the recipient.
Private mailing lists are exempt from item 1 above, and are not
required to include a toll-free telephone number for removal. All
other conditions apply.
Customers subscribing to our mailing
lists service who violate this policy will be subject to
immediate account termination.
If you are a victim of spam, please
send a copy of the message your received (please include ALL
headers) to abuse@norcov.com. Also, please see
http://www.abuse.net for more information on their attempts to
eliminate spam.
Customer Conduct
Customers are solely responsible for
the contents of any and all transactions performed through our
services, and are subject to all local, state, federal and
international regulations and laws.
As Norcov.com customer you agree:
- to abide by all United States
laws regarding export of technical data
- not to interfere with, disrupt,
or cause harm to other users, networks, or services
- not to use Norcov.com services for any unlawful purposes
- not to access or attempt to
access files, data, information, etc.,owned by someone
else without their permission, regardless of the
protections or privileges set forth by the owner or
owners of said files, data, information, etc.
- to keep you account password a
secret, known only to yourself or others in your
household
- not to share access to your
account, or to transfer your account, to another
individual or organization
- not to use multiport (multiple
session access) to our servers without prior written
consent by Norcov.com; persistent use of multiple sessions
shall be deemed as additional accounts and bill as such.
- abide by all terms, policies,
procedures and conditions set forth by Norcov.com
- abide by all terms, policies,
procedures and conditions set forth by other entities
when using their services
Any attempt to gain unauthorized
access to resources at Norcov.com, or other entities, are prohibited.
As a Norcov.com customer, you agree not to transmit
unlawful, harassing, libelous, abusive, threatening, harmful,
homophobic, sexist, racist, vulgar, obscene or otherwise
objectionable materials, or materials which encourage conduct
that could constitute a criminal offense, give rise to civil
liability or otherwise violate any applicable local, state,
federal, or international laws or regulation.
Norcov.com can, at its
discretion, terminate a customer's service, without notice or
refund, due to violation any of our terms, conditions, policies
or procedures.

accepts payment by check to our billing address, or by credit card or bank
account through PayPal.
Payment for new services must be received within three business days.
- Services are invoiced monthly and due on the 1st of each month,
with a 15 day grace period.
- Late payments are subject to a $2 service charge.
- Accounts are in default if
payment-in-full is not received within 60 days of
statement date. Defaulted accounts are subject to
additional late fees and service interruption, as well as
any collection agency charges.
- Account re-activation charge is
$10.
- Charge for each returned or bad
check is $25.
- Customers may cancel their
service at any time by writing to Norcov.com.

We do not issue refunds on cancelled
accounts with pre-paid balances.
- Norcov.com reserves the right to assess legal
fees, including attorney and court fees, upon any
customer who, by their action or inaction, directly or
indirectly causes us to be a defendant or co-defendant in
any civil or criminal legal action.
- Norcov.com reserves the right to refuse service
to any individual or organization for any reason which is
not prohibited by law. We also reserve the right to
terminate existing service to any individual or
organization for any reason which is not prohibited by
law.
- Prices are subject to change
with a minimum 30 day notice before enacting rate
increases.
- Norcov.com is not responsible for any telephone
company charges which a customer may incur. It is the
customer's responsibility to determine if the Norcov.com POP is a local call by contacting
their local telephone company operator and requesting a
rate-check from the number they are dialing from to area
code 510 - prefix 528.
- There is an implicit and
inherent risk associated when any computer or other
equipment is connected to the Internet. Norcov.com is not
responsible for any loss or damage as a result of
intruder, hacker, service attack, denial of service
attack, worm, virus, spam, network outage/downtime, etc.,
to the customer, customer's business, computers, or
equipment.
- The use of any services of Norcov.com
constitutes the acceptance of all Norcov.com
policies, terms and conditions.
